Mr. K. Ralikontsane
Mr. Kopung Ralikontsane, is the Director General and the former HOD for the Department of Cooperative Governance, Traditional Affairs. He comes from a firm and all-inclusive background of teaching, business and socio-economic development. Having trained as a teacher in his early years and moved to a degree in commerce with business economics, industrial law and industrial psychology as his majors, he was well prepared for his active role in socio-economic and political issues of development. His postgraduate studies include an honours degree in Industrial Psychology from the University of the North, and a Masters of Management Degree in Local Governance and Development from the University of Witwatersrand where he studied core local government subjects such as the Political Economy of Infrastructure Development and Public Investment, Managing Urbanisation and Sustainable Development, and Comparative Local Government and Decentralisation.
His dissertation entitled The Implementation of Secure Residential Tenure in the Rural Areas of Thaba Nchu was to entrench him in the field of local government and development. He worked as a teacher, and then joined various organisations including SALGA Free State, then FRELOGA, the then Department of Local Government and Housing, and Mangaung Local Government in local government and socio-economic development related fields in various management positions.
Since his student days, Mr. Ralikontsane occupied various leadership positions and he has always been involved in community development. This passion for development saw him attend various international conferences and seminars on local government and development related matters throughout his career. Some of these include Local Development Administration for the Republic of South Africa in Japan; Development and Planning in Cities, which he attended in Thailand; Cities for Climate Protection Conference in Mexico; and Co-operation between Spheres of Government conference in Canada.
Having been in government for over 20 years, Mr. Ralikontsane has proven to be a passionate and committed leader whose drive towards development sees him employ his skills to contribute effectively to the socio-economic development and an overall improvement of the lives of the people of the Free State. Through his participation in various national fora, he shares his experience and expertise throughout the country thus contributing to the national developmental agenda.
